The former head of Internal Affairs of the National Police, Maria Luisa Borjas, said that during her tenure, she found 13 complaints against police director, Juan Carlos "El Tigre" Bonilla. "There were about 13 cases that were investigated and only one case came into jurisdiction" Borjas said.
